He doesn't not possess the indwelling Holy Spirit and therefore it is impossible for him to know the things of God. The 2nd type of a person in this world is the carnal man (1 Cor. 3:1). This person is born-again. However, he does not walk in the Spirit (Gal. 5:16) and although born-again he cannot know the things of God either (Rom. 8:5-7). The Spiritual man (1 Cor. 3:1) is able to understand the things of God, even the deep things of God (1 Cor. 2:10). Because of the indwelling Spirit and having the mind of Christ (1 Cor. 2:16).
